Sure--its a provincial responsibilty, but Quebec can afford to keep the tuition low because it does get significant transfer payments from Ottawa. And where does Ottawa get it from....

Alberta could keep its money here and then subsidize Albertans' tuition to the same level as Quebec does. But then Quebec may not be able to keep its tuitions low, and that may offend its dignity, as Lucien Bouchard used to say.
