Buddy of mine, wanted to be a cop ever since he was a little boy.
This is how he got screened out.

He was around 20 and joined the army (as he thought this would be good experience to be a cop) so before he left home, he sold his car in the autotrader or whatever. No big deal.

A few months later, the guy he sold the car to was arrested for something.
It turns out they also discovered this guy had thousands of dollars of stolen stereo equipment installed in this car. This guy had a lengthy criminal record, but said he had bought the car with all the stereo stuff already in the car.

So they couldn't do much about that and he wasn't charged. This guy had a huge criminal record, and my friend was perfectly clean. So my friend was not charged either, but had the police come over and talk to him, and take his statement.

After he left the army, he tried to join the rcmp.
He was screened out because of this.
That doesn't seem fair or reasonable.

I think your friend may have left something out in his story to you. It looks to me like he "forgot" to tell the recruiters about this incident hoping that it would go away. Well they found it and he didn't mention it so it's also an integrity issue (lying), so they screened him out.

Even if it was, he would never be able to know why they screened him out. It's against employment legislation to mention why he was screened out. Usually they tell him that it was an integrity issue, or not enough life experience (in which case they would have only deferred him). They don't mention specifics.

prostitution is not illegal in canada, communication in a public place and keeping a bawdy house is as well.

so, the traditional picture of a sex worker leaning in the window of a car negotiating terms of employment is illegal....meaning they jump in a car before setting price or sizing the guy up or looking to see if he's got a gun
it's killing street workers so we are challenging that law.

a bawdy house is a place were prostitution takes place in an on going manner,
this is a grey area that makes an indy workers house a brothel...the police rarely apply the law in this way.

the VPD chief was once quoted in the media saying prostitution is illegal. i went as a delgation to the police board and mocked him!:p

PROSTITUTION IS LEGAL BETWEEN 2 CONSENTING ADULTS IN CANADA!!!

Thanks to Susi and FO and others for trying to clarify the legality of prostitution.
The confusion is a result of at least two factors. Prostitution is (with a couple of exceptions) illegal in the USA, so many of us think it is illegal here. Cops and the media seem to think it is illegal, often based on the same misconception.
The Criminal Code only tells you what is illegal. It does not tell you that "prostitution is legal", but only lists situations in which it is illegal. Outcall prostitution involving adults is not one of the acts that is illegal, therefore it is legal.

Look at NA website and various services offered, you'll see what I am referring to. It's a legal/regulatory stupidity. Just curious to know if she knows what she could be letting herself in for.:)

The criminal code is clear on this point. I think Fortunateone and others have stated it well. The real issue is public communication, loitering etc. Agencies/parlours get into trouble when they operate without a business license and can get charged with running a bawdy house, etc.

Maybe the cop was looking for a freebie?

The Criminal Code makes it offence to communicate in public for the purposes of prostitution and creates the Bawdy House offence.
The agencies, or in some municipalities the escorts, operating without a business licence are only guilty of a by-law infraction, not a criminal offence. The by-law does not create the offence of "running a bawdy house".
A lot of escorts do not even seem to realize that outcall prostitution is legal in Canada. In some municipalities they must have a business licence, but that is the extent to which the law interferes with their business.

Right and that business license costs a lot of money. So from that, we can deduce that the municipalities are in effect pimps, because they're living off the avails of prostitution. It just proves that when it comes to prostitution, it's so profitable EVERYONE wants a piece of the action even those enforcing the very laws they're breaking.

You are right Pantherdash. The municipalities do not have the right to make prostitution illegal, but they do have the jurisdiction to "regulate" businesses. They have some legitimate control over the sex related businesses through zoning and licencing.
Although the business licence fee in some cities is high and the city makes significant revenue they can not make the licence fee so high for legal activities (licencing outcall escorts) that they are actually banning the activity. Some of those attempts have been struck down by the courts. The same protection probably exists for escort agencies that provide only outcalls. Incalls, since they are actually illegal, don't really have such a strong case against unreasonably high licencing costs.
It looks like the cities want the business licence revenue and they appear to like creating a disincentive to operating such businesses by having high fees.
If nobody operated a sex related business without the municipal licence the city would think it has some control over the sex trade and that would probably a good image for local politicians looking for re-election.

Just make the claim and see what the government says. Ultimately, it's upto the courts to decide if it's exercise or not. Given the scientific evidence on the matter, I'd say the facts are on your side.

That said, there isn't much of a tax credit for this.

It really depends on the police force you're applying to and its recruiting officers. I would say no as long as you're completely honest about it with the recruiters, learned from your mistake and that you can demonstrate steps that you have taken to correct yourself and stay away from that activity. The longer you're away from the activity the better and something you did in your youth is not that big of a deal.

You should be clear of any criminal activity detected or undetected for two years. They understand that people make mistakes but they also don't want people who have not lived life because they're too afraid to make those mistakes. They're looking for a pattern of inappropriate behaviour. But just remember, one lie and your ticket is canceled forever and they do spread your name to other police forces as well.
