Is dismantling the organization the only option? Is reform out of the question?

Is it worth reforming? Is it even possible to reform? It’s pretty hard to push reform on an international institution that you are only the 7th largest contributor to. The first part of any reform in this situation starts with member countries who want reform discontinuing their funding.
