Yes, what BBB said. VPN= Virtual Private Network. Some sites detect where your IP Address is, install a cookie (as a way to "remember" who you are if you come back), and then tag you as not being from a valid audience region. Deleting cookies, and using a proxy server will get you around that.
The US federal government is changing the legislation with respect to carriers/providers' liability of content posted on their sites, with a view to prevent human trafficking, under-age sexual exploitation, etc.
That's why CL in the USA has closed their "personals" section, and why BackPage got busted for alleged transgressions of the aforementioned illegal activities.
Keep in mind that simple consensual adult P4P is illegal in the USA, except some places in Nevada.

I know someone here in Canada that uses a US vpn (dont know why) who says he can still access LL, only he can only see the text of the ads; the pics are removed. I am guessing that this might be to prevent pics that use illegal words. In this way LL can be sure that certain key words/phrases are not present in the ads.

Don't be surprised if the local server in the US will eventually block the VPN signal. Under the Internet bill signed a few month ago, The server can limit or block content it deems unsuitable to their business.

A person will always have the right to have free speech within voice limits, but videos and other written information can be blocked by the owners of the servers, cause they want to censor or limit that information.... I find that very disturbing for your future....

No Canadian Site can risk users from the US accessing the site. The Cloud Act would allow the US Government to seize the site if they felt the site was being used for American Visitors. It’s not worth the risk under the new laws to allow Americans to visit the site.

Yes, the US can use the Cloud Act to go after any site it feels is involved trafficking US citizens as long as the county is willing to cooperate. To my knowledge, Canada agreed to cooperate with the Cloud Act. The same thing that happened to Backpage could happen to a Canadian site if they make any legal mistakes impacting US Citizens under the Cloud Act.
The people who run LeoList are sharp. If they blocked US IP’s, they did it for legal reasons.
