Seriously, why make that law that way, couldn't they amend a previous law on trafficking to deal with it. Is there something else going on, that is not on the surface. If you are going to make a law, you make the law to deal with the problem at hand, define its parameters. Not give it some general, far reaching, unpredictable reach. Maybe that was the intention. The problem is now every T, D and H in law enforcement can use to fight for their own personal agenda and that is scary....

With restriction, servers can block or slow information down. To get around this, I'm sure the servers will give access for a fee. The limiting of the information is so that the people owning the servers can make money... or put up their own agenda and limit people's agenda..
