no. The list is not public, to protect the safety and security of those on it. The only DNRs that are allowed here are almost always related to a security or safety situation.
If you run afoul of the list, the mods will delete the review and send you an advisory that the provider is DNR. There are very few ladies on it, less than a half dozen, so you are most likely ok to proceed. If you really want to be sure, PM a mod.
Our DNR list does not consider the ladies who prefer not to be reviewed, that's an issue between the SP and the client. We will not remove reviews from ladies who simply don't want to be reviewed and do not have a valid DNR with us.
