I think the enforcement needs to include nailing the retards that drive around with a pile of snow on their windshields- both front rear, and side windows- with nothing but a quick hand-sized opening to peer through while hunched over the steering wheel.
How can one even approach a minimum standard of driving with due care and attention when they can't even see the road in front or those behind them?
