Let's say you're a Country (Ukraine) and your neighbor that out-guns you by a factor of 100 decides to militarily invade and occupy an Eastern Sector while amassing enough fire-power to obliterate your entire nation. Let's say the rest of the world sees this act of aggression (war) and provide you the necessary aid to defend yourself and then one of the countries (The US) providing this decides to stop, (citing that there's too much corruption in your country for us to continue supporting you) and then the leader calls and throughout the conversation repeatedly (8 times as being reported) request that you re-open investigations regarding his political rival (Biden, Sr.) and family members (Biden Jr.). You mention that you really need those Javelins to fend off the country invading you (Russia) and that leader (45) says 'I'd like a favor, though'.
That's the 'essence' (as Shiff so 'illegally' paraphrased), and your argument is that an explicit 'tit-for-tat' is the bar upon which 'no candidate/president shall enlist the aid of ANY foreign nation'? The implication is clear, (and 45's record of investigating/policing corruption is woefully non-existent)...'get me something on Biden and I'll (begrudgingly) release the funds that have been appropriated by Congress.
