Heres my insight on this problem I had also been having for ages. Wifi works and then wireless dosent. I found my problem to be in the cookies settings just open all your restrictions up and you should be fine

I doubt it. Otherwise, why would I be able to one day and not the next, then working again, when I have made zero changes?

So today I tried logging on using "Hide My Ass" proxy site which has always worked in the past and I got a message saying the IP had been blocked by the administrator. So the only way I can log on now is via wifi. Really annoying!

This didnt work for me, so I tried adjusting each of the Safari settings individually to no avail, in both iOS 5 and 6 (updated yesterday).

Taliesin76's solution looks temporary, possibly due to a Proxy to real IP type plug-in used by the admins.

I tried a couple of different vBulletin apps I have for other fourms, but it looks the like admins are not utilizing this option (as noted in a different thread).

Should anyone else find they can get on here with a Telus iOS device I would love to know what you did to achieve it.

I can also confirm that McDonald's wifi blocks Perb for sure! LOL! Starbucks is cool with it though. :)

Try different browsers on your phone? I had good luck with puffin when my phone was giving me PERB problems..
After trying and failing with Safari and its settings the other day I decided to try installing puffin (though sceptical thAt a simple browser change would work).

Not only did it work but safari started working here again (doing this via telus 3G not wifi as well as safari). What ever the reason behind it is, I'm not going to complain. I'll post again in a few weeks to update in case it's just an anomaly or if telus figures it out and blocks again.

It is not an issue with blocking... It appears to be some kind of connection error with safari browser (or atomic web browser) through 3G to the site... Hit or miss on whether or not it works, some days/some cell towers yes, others no.

I have the same issue with one other site that I visit frequently that Telus would have no reason to block...

Switching to puffin as your browser you can connect, or switching to wifi connection you can connect...

So my conclusion is some break in data packets when using the default iOS browsing through 3G... Puffin must handle it differently, have longer timeouts or something.

It could be packet loss related, I just find it odd that once I installed puffin, safari got sorted out as well. I wonder if it changes something at the iOS level once it gets installed. I miss good old fashioned .ini files.

It's pretty random. I have retired my iphone and gone back to Android and still have the issue regardless of the browser. I have Telus as my wireless and frequently have this problem. If I switch to a Wifi connection I have no issues. I can tether my laptop to my phone and have the same issue. Today I don't have any issues, but yesterday I did. Makes no difference if I am on Chrome, Firefox or Opera (really don't care for Internet Explorer). I have Shaw at home and no issues there at all. I can always connect on my phone when I am in Calgary but here it's totally random. West side of Vancouver seems to be the worst. I do agree that it's possibly dependent on which tower you're hitting. It's frustrating at times but not the end of the world for me. I don't know if Telus has been getting flooded with calls from angry pooners, but I hope they fix this soon...

The site's up today, down yesterday, people swapping proxy servers, workarounds. The Great Firewall of Telus. We'll all be using Tor next.

The reason Puffin works I understand is because its like a proxy server, every site you surf to goes thru their servers first. Hence why you can see flash sites using it but not with Safari (which if you weren't aware of, is a golden nugget of info :) ). So a different IP address shows up as connecting to Perb. I personally think the problem is on the Perb side.

Its strange, on my Bell IPhone 4S I can always access Perb when im in Edmonton. When Im in High Level its hit and miss, but when Im out in the Territories and I still have cell service I always get Safari cant connect to the server or something like that and it tells me a connection can't be made... But yet I can always get it in Edmonton and any where else.

I tried a battery pull when I had this issue. Send to be fixed now. Maybe try powering off your phone and see if that helps with the reboot.
