EDMONTON — The City of Edmonton would face a major challenge creating zoning that put stricter rules on the location of sexual “body rub” parlours, a new report says.
Residents of several neighbourhoods have complained in the last year about massage parlours opening in their area, but one problem is distinguishing between legitimate therapists and sex shops, says a city report released Thursday.
“The ‘sexual massage’ that communities and businesses inevitably wish to avoid is best described by and enforced through the Criminal Code of Canada.”
Right now, people who don’t have at least 250 hours of training can only massage hands, feet, heads and faces, and are usually licensed as personal service shops along with barbers and hair salons, the report says.
“The legal implications of recognizing a ‘body rub’ use class may require a court challenge and a decision to distinguish between personal services and body rub services.”
Coun. Ben Henderson, who raised the issue, said he’d like a group set up to look further into what to do with massage parlours.
“We have no tools to deal with them right now … maybe the answer will come back from the citizens of Edmonton that we don’t want them,” he said.
“Asking the police to go in and deal with what might be a zoning problem may be too much if we just believe it’s a neighbourhood nuisance.”
One tactic might be keeping these facilities a certain distance from schools and day cares, similar to the 300-metre separation required between schools and liquor stores, he said.
While Henderson wants to keep members of the “world’s oldest profession” from plying their trade on Edmonton streets, he doesn’t think establishing a local red-light district is a good idea.
“Although they sound like a kind of answer, they can bring their own problems with them.”
The report will be discussed Wednesday by council’s executive committee.
