The Untied States Marshall Service has located him as living in Canada in 2010. They have an active warrant out for his arrest.. For failing to comply and registrar as a sexual offender. However, as it stands, unless Canada changes it's extradiction laws.. Or he returns to the states. They cannot arrest him.
They cannot give an explination as to how he was able to cross the border.
The agency in Montana have contacted the police here.. We're unsure as to what will happen.
The CBSA knows of him.

If what you say is correct, and the warrant is for failure to register, I'm not sure that would be considered an extraditable offence.
If he was an American and a convicted sex offender he wouldn't be allowed entry to the country, which means that he would have had to have entered illegally. If he is Canadian then that wouldn't apply.

Because 10 year olds can get lured by pedo's on facebook, etc. Parental monitoring didn't stop buddy from initially contacting your friend's child...they were lucky that it was stopped soon after the contact took place I assume? As i previously said.I agree Canada should extradite etc. but why is your friend violating FB's terms of service? It explicitly says when you sign up "To be eligible to sign up for Facebook, you must be at least 13 years old." Some creep messaging a 13 year old isn't much better but that is 3 years more maturity. Parents have to take some responsibility for their kids. It isn't just messaging creeps, it is the language and images that while they are policed, are not suitable for a 10 year old. And there is no reason for people on that service to censor themselves because you can't say no to your kid.

Also, I'm gonna play devils advocate and say that monitoring only goes so far, exposure of any kind to some stuff is going to leave a memory. I know this and I don't even have/like kids, but I know that they are vulnerable and need protecting because they trust adults.
