It does. Several times a year there's some sort of spill that Trans Mountain tries to spin and mimimise.

i have never seen reports of spills on the pipeline several times a year. I did see an occurrence of a spill at an above ground facility sometime ago. You do know the difference between a buried pipeline and its attendant above ground portions I presume.
