Toronto is weird, you find the most variety, but it's also the shadiest situations like the one you mentioned. I would probably just go to Montreal, most do speak English, don't use acronyms if you're trying to get an understanding of the restrictions and services.

Though I have seen plenty of ladies move out of Vancouver up to Calgary. Funny enough, when I used to work in Rogers majority of SPs on CL and backpack were using Rogers, if you want to see shit pulled, so many of these ladies had poor credit, always disputing charges for roaming denying that they roamed and funny enough when looking them up youd find an ad which matched the time period they were caught roaming and the ad would be a Calgary lady visiting Vancouver for example. Multiple cases of being flagged for fraud cause they were going through their credit card company to dispute charges they didnt agree with, so they were being denied new phone plans at times or being forced to pay a large deposit at the start of a new contract.
