VPN and Perb not getting along?

Sometimes my vpn works with Perb, sometimes Perb blocks its IP. Is there a reason? Thanks.

Some IPs belonging to proxies and VPNs are blocked deliberately.

When a particular VPN or IP has been used by bad operators, usually banned members trying to create multiple handles, the IP is banned. Once banned, no connections will be allowed from that IP, forever. Anyone, even a legit user just trying amp up privacy, won't be able to use that IP and will have to try another.
