I understand the ladies who charge for this service. If they can get 3 or 4 grand to spend the day with a stranger, more power to them. I don't understand the guy who would pay that. Especially with someone they have not met, don't know the compatibility etc.
I want to chime in with an observed opinion. Society has made being alone in a social environments something to be frowned down upon. Potentially ridiculed.
"Look at that poor sop eating by himself." I think there was an episode of Fraser mocking this.
I have female friends who refuse to go to a movie alone. I have guy friends who won't go to a hockey game by themselves. Even drinking alone at a bar can be considered an ominous sign.
The mobile phone has been a god send for a person like me who regularly dines alone, and needs to occupy the time between ordering and eating.
That thought aside it is a new city he's traveling to, and a guide would be nice. Though there are cheaper more specialized options. A quick google search for "private Vancouver tour" will net you a lot of options. Specialized individuals with entertaining knowledge about this town, and a plan on how to explore it.

https://dailyhive.com/vancouver/dished Won't get you reservation to Tojo (fucking over-rated) but hey you might see something you want to try.
My suggestion would be to book two ladies, hourly. One in the morning and one in the evening.
Make a reservation to at least one restaurant.
Book a private tour for the city. Then just wander the town for a bit. Plenty of coffee shops and spread across this town for breaks and people watch.
Uber is readily available (I do not endorse taxis in Vancouver) to take you where ever, including back to your hotel.
Just take your time to absorb it all on your own terms.
