I find this information very interesting seeing as I went to Japan a few months back and actually went to a soapland 3 times while there I could definitely buy 2 of the girls I saw possibly being Chinese or Korean since I didn't make an effort to test the limits of my Japanese while conversing with them, one being fluent in English. But the third one I think is less likely since I spent a decent amount of time conversing with her(also fluent in English) she said she was half Japanese and half somethings else I can't recall. Though you could say I'm just choosing to believe they were Japanese which I think is fair.
But I also don't 100% buy the "there are no Japanese in Vancouver or otherwise who will service foreigners at all" mindset I have seen sifting through the forums for Japanese girls. Especially since recently I did challenge my Japanese speaking ability with a girl "claiming" to be Japanese with Ruby who was only her for a week this month. Now while I will admit my Japanese isn't amazing(imo, she thought I was really good) with Ruby's level of English I was able to meet her half way and had a legitimate conversation with her in which I could tell she was at least fluent at Japanese and most likely lives in Japan. Not to mention when I inquired about anyone else speaking with her in Japanese while she was in Vancouver she said just some really basic stuff from Chinese people and even made a joke about speaking Chinese and just said "ni hao". But hey if believing that Japanese people serving foreigners are unicorns makes you happy I think that's fine ¯\_(ツ)_/¯.
