Taser video shows RCMP shocked immigrant within 25 seconds of their arrival

An eyewitness's video recording of a man dying after being stunned with a Taser by police on Oct. 14 at Vancouver International Airport has been released to the public.

The 10-minute video recording clearly shows four RCMP officers talking to Robert Dziekanski while he is standing with his back to a counter and with his arms lowered by his sides, but his hands are not visible.

About 25 seconds after police enter the secure area where he is, there is a loud crack that sounds like a Taser shot, followed by Dziekanski screaming and convulsing as he stumbles and falls to the floor.

Another loud crack can be heard as an officer appears to fire one more Taser shot into Dziekanski.

As the officers kneel on top of Dziekanski and handcuff him, he continues to scream and convulse on the floor.

One officer is heard to say, "Hit him again. Hit him again," and there is another loud cracking sound.

Police have said only two Taser shots were fired, but a witness said she heard up to four Taser shots.

A minute and half after the first Taser shot was fired Dziekanski stops moaning and convulsing and becomes still and silent.

Shortly after, the officers appear to be checking his condition and one officer is heard to say, "code red."

The video ends shortly after.

Minutes later, ambulance attendants arrived but their efforts to revive Dziekanski were unsuccessful and he was declared dead.

RCMP spokesman Cpl. Dale Carr said no one can judge what happened to Dziekanski by just watching the video.

"It's just one piece of evidence, one person's view. There are many people that we have spoken to," RCMP spokesman Cpl. Dale Carr said at a press conference Wednesday afternoon.

"What I urge is that those watching the video, take note of that. Put what they've seen aside for the time being. And wait to hear the totality of the evidence at the time of the inquest," Carr said.

But retired superintendent Ron Foyle, a 33-year veteran of the Vancouver police who saw the video tape, said he didn't know "why it ever became a police incident."

"It didn't seem that he made any threatening gestures towards them," Foyle said.

Much of the video was shot through the glass walls that separate the international arrivals lounge from a secure area outside the Canada Customs exit.

The video was recorded in three segments. The first segment shows Dziekanski before police arrive.

He is clearly agitated, yelling in Polish, and appears to be sweating. He can be seen taking office chairs and putting them in front of the security doors. He then picks up a small table, which he holds, while a woman in the arrivals lounge calmly speaks to him in apparent effort to calm him down.

In the second segment, Dziekanski picks up a computer and throws it to the ground. Three airport personnel arrive and block the exit from the secure area, but Dziekanski retreats inside and does not threaten them.

Then four RCMP officers arrive in the lounge. Someone can be heard mentioning the word Tasers.

Someone replies, "Yes," as the officers approach the security doors.

Police have said repeatedly that there were only three RCMP officers involved in the incident, but the video shows four men in RCMP uniforms.

People in the lounge can be heard clearly telling the police Dziekanski speaks no English, only Russian. His mother later said he only spoke Polish.

Police enter the secure area with no problems and can be seen with Dziekanski standing calmly talking with officers. They appear to direct him to stand against a wall, which he does.

As he is standing there, one of the officers shoots him with a Taser.

RCMP officers have also said police did not use pepper spray because of the large number of people at the airport at the time. But the video shows Dziekanski standing alone with the four officers in an otherwise empty area, which is separated from the public area by a thick glass wall.

Paul Pritchard shot the video with his digital camera, but afterward he surrendered it to police for their investigation on a promise that they would return it within 48 hours.

Pritchard hired lawyer

The next day, police told Pritchard they would not be returning the recording as promised.

Carr previously stated investigators kept the video longer than they anticipated in order to protect the integrity of the police investigation while they interviewed witnesses.

Saying he feared a coverup by police, Pritchard then engaged a lawyer to start legal proceedings to reclaim the recording. Police returned the recording to him on Wednesday.

Dziekanski, 40, died on Oct. 14, hours after he arrived at Vancouver International Airport. He was on his way to Kamloops to live with his mother in the B.C. Interior.

The Polish immigrant arrived from Europe the previous day around 4 p.m., but for some unknown reason he did not clear customs until after midnight.

Dziekanski's mother had already returned home to Kamloops after waiting for several hours at the airport. She claims airport officials offered her no help locating her son.

The RCMP's integrated homicide investigation team, the B.C. coroner's service, the Vancouver International Airport Authority and the Commission for Public Complaints Against the RCMP are each conducting their own investigations into the incident.

If his plane arrived at 4 p.m. and he didn't clear customs until after midnight, over 8 hours later, where was he all that time. Something doesn't seem right here. I think there is a lot more to this than the media has so far reported.

I agree. They acted totally inappropriately. This man was obviously distraught and having a panic attack. Think of yourself in a similiar situation. You've just flown 1/2 way across the world to a strange country. Your mother, who was going to meet you isn't there. You having been waiting hours for them. You are tired and frustrated because you can't speak the language and no one seems to be too interrested in helping you. He was in no way endangerring anyone including himself at the time. There were 4 officers there. They could have easily controlled the situation without using such force. Then they lied, saying he fought with police until the video was released.

Between this, all their blunders over the past few years and then sending some poor 20 year old, inexperienced rookie (may he rest in peace) to a remote 2 man post in the north it's time for a major overhaul of the RCMP.
RIGHT ON...I am sooo po'd at the RCMP on this (and many other) blunders that I am outraged!!! Enough is enough!!! when will someone clean that place up???

Stckwell Day is getting a letter from me, I have never been move enough to do that til now!!!

After the taser shot(s),4 officers sat on'em 'cause of their tired feet.You can hear the guy holding the cell phone.Why are they still on 'em?
The poor guy can't do shit with 50K volts shocking his body and another grand of donut eaters weighing on the victims neck.

after being in the custody of immigration for that many hours it was quite obvious they knew of his language background (also just by his native country passport). Why someone was not with the man who could converse in his native tongue is confusing. The way the officer(s) dealt with the gentleman is nothing short of criminal. I cannot see why the officers aren't facing involuntary manslaughter charges since they didn't plan to kill him but their actions led to his death.

The RCMP are requested that we don't judge the video as conclusive evidence. I suspect that if they had a video of me attacking an RCMP officer they would judge that as pretty conclusive evidence.

Ugly... and sad.

This seems to be a problem of communication. He could not speak English.
Where were the airports interpreters? You would think being a huge international airport there would be someone around who could speak his language.
This looks really bad for the admin at YVR too.
What was customs doing for so long, to keep him in the checkout for several hrs.
I think we also have to look at the actions of the YVR staff and Canada Customs and Immigration as well.

The RCMP Look really bad to. They need a serious review of the procedures when they run into something like this. Not a place for new rookies.
I hope there is big legal action here and a public investigation.

All that was needed is just a way to talk to him in his own language and get his mother there. None of this would have happened. Looks to be a lack of training and clear thinking.

the "drop them off" police tactic has killed many in Northern Alberta. They probably kill a person a year at least with this mode of operation.
They were saying that the gentleman was swearing in Polish and there was someone who talked with him earlier in immigration.

I watched some of it last nite but it felt wrong that I was watching a man die and I stopped watching. His Mother has said that she has seen some of the video but does not want to see it all.
There were many errors made in this case and they all resulted in an innocent man dying.

When it comes to police negligence this is just the tip of the iceberg.

There is so much that goes on that we just never hear about.

Not all cops are bad, but a lot of them have big chips on their shoulders, and honestly have no business wearing the uniform.

The real sad part is after the "inquiry" that will take 6 months to a year - the officers involved will probably receive a slap on the wrist and they will be back to work.

Watching this video was pretty sickening. My feeling was that he was tasered because he was a pretty big guy.

I'm a big guy and my experiences with the cops is that they get very edgy around me. I'm tall and muscled and, unfortunately, most people are intimidated by me. But I'm really a pussycat.

I suspect that the RCMP were afraid of this guy and took the cowards way out by tasering him without provocation. On the video it looked like he was surrendering.

somethings not right here. in the video they're with him for a few minutes. in the province minute by minute timeline the police are with him for over 1 hour. can't say the video's been altered or shortened, but i'm at a loss for words. normally i'd say the police do a pretty hard job and of the several cops i know they are all hard working and the kind of people i put trust in. after watching the video i think somebody reacted too quickly. but i'd like to see it put in perspective of how long the police were really with him and if there was something taken out of the video.

I had a experience almost similar where i worked one time. We had a imigrant painter who was irritated and screaming. People didnt know if he was on drugs or was just stressed out. We had 3 RCMP officers try and talk with this fellow and then they brought out the phaser gun. They continue to give this guy warnings and told them they'd use it. Thing was this person went nuts swinging arms and the RCMP officers never used the phaser gun. Instead they just talked to this guy since he's no threat to anyone. I think you get bad apples in every type of work including law enforcement:(

Im sure she has lawyers lining up around the block to take this case. My feeling is at most these jerkoff cops will get suspended or canned. They wont serve any time behind bars.
