Leolist should be able to filter for caucasian (you might want to check mixed as well). Further filter for age and location.
After that, you can usually quickly browse the ad for height.
Once you find a good height, weight is next and off the top of my head if you're looking for a spinner I'd go with under 120 pounds, possibly even cap it at 100 lbs. You can estimate what a petite / spinner might weigh with this website -- http://www.mybodygallery.com

For my personal opinion on a "spinner", anyone who is too skinny/thin for my tastes is a spinner. haha Height doesn't have anything to do with it as it's all about proportions. For example. Alanna Angel is an (athletic) spinner for me. Emmy St Claire is a spinner.
My favourite body type is someone who is just a little bit bigger than a spinner. For example, Asha Angel.

Inaya looks awesome and she is awesome. But she's no spinner. =)
