If you mean Nuru the substance, it is Japanese Nori seaweed extract that is dried and powdered, which you can mix with water to make the viscous and slimy gel. It's naturally derived and I guess the process is more expensive than some synthetic lubes and gels.

The service, or a nuru massage itself is more expensive for a couple of reasons.
A nuru massage is like a body slide but without oil, instead they use nuru gel.
It’s more intimate than an average massage because the provider is nekked whereas many massage providers are clothed, scantily or otherwise for regular massages.
Nudity and body contact cost money. Better than a regular massage, not quite as good as full service, unless it’s a full service nuru massage. The more the provider provides the more it’s going to cost you.
Add the time to set up and clean up and there you go.
Getting a nuru massage is something sexy and sweet, I recommend it. It’s not something I do every week but it’s something everyone should experience.

As a NURU enthusiast, I'm happy to also add some insight from the perspective of full service.
NURU is typically an add-on to the length of FS time you've requested. Depending on the provider, it is typically an upgrade cost of $80-$100+
@Banged_Up outlines it well, with the cost being tied to cost of the NURU gel (normally need to import the authentic quality stuff), and the extra time required by the provider to prepare and warm the gel, and then the extra physical effort required in providing the service. Many of the SPs that have higher volume of NURU customers will often need to seek out regular massages for themselves because they'll get sore backs and muscles from the extra body control they need to use while doing NURU bodyslides.

If you are considering your first NURU, it's important to keep in mind that not all NURU services are equal. Most chinese providers are subpar for NURU. Koreans seem to be the most consistent with good NURU service. I've yet to meet with any other Asian SPs that provide a good NURU slide, despite it being very popular in Japan.
