Drove by today and noticed they weren't open. Can only presume they were severely in non-compliance, as Butterfly was running like nothing happened. The difference here may be that all the ladies at the latter are Canadian citizens or full Landed Immigrants. Butterfly has suffered a number of bad raids earlier this year, and were threatened with fines and closure if they didn't comply with City Bylaws. They now do, but are now red-flagged for the kind of attention they received Thursday night.

Hawaiian, formerly Regent, and now a member of the Prosper family on the other hand, suffered the weight of the Burnaby City Bylaws. Having recently changed hands, they were too stupid to listen to the City, and hired some non-status employees. They should have known better. The City may suspend or cancel their license until they work things out.

Burnaby doesn't mess around anymore, and are anxious to thin out the number of establishments on Hastings and Kingsway. They no longer issue licenses, so the only way to get in business is to buyout an existing one. If the ownership is barred from operating, and six months pass before a new owner takes over, the Board of Variance permamently changes the property's commercial class - in Burnaby, bodyrub salons as they are called can only operate under the RC-4 designation. That almost happened with another nearby.
