When choosing a VPN, you must do your homework. Stick with common providers and those who have good support and have a lot of servers. If they don't have an abundance of servers then the network will become congested. Choose a provider ideally that is not based in the USA (OctaneVPN is).
There's so many concerns surrounding a VPN, logs, releasing information to the authorities, etc. There's performance issues to consider as well. You don't want a VPN that is slow as molasses or reduces your internet speed by ~80%.
