Why does BC Hydro need to increase rates by 20% or more when they have a monopoly in the market?

Not only do they have a monopoly, they have access to excellent resources. How many other provinces/states have access to as much hydro power that is available to BC Hydro? Many states have to resort to burning expensive fossil fuels (or nuclear) to generate electricity. Yet their customers pay rates comparable to what we pay today. That's like asking people in Saudi Arabia to pay $1.30 for a litre of gasoline.

The link below shows the salaries/expenses for all BC Hydro and PowerEx employees. Contractors are not included in the list. Having done IT contract work for BC Hydro, I recognize atleast 6 people in the list who make more than $125k in salary alone. They are not worth that.

These "managers" are your stereo-typical, do-nothing, paper pushers. They outsource all IT work to firms like Fujitsu/IBM/Accenture. These outside firms come in and run the IT projects in their entirety. The BC Hydro managers simply rubber stamp proposals, timesheets and expense reports. BC Hydro gets fleeced by these firms. I worked with one Accenture "consultant" who had less than a year of work experience and a measly 1 year diploma from BCIT. Accenture was double billing him to an effective rate of $250/hr at 37.5 hrs/week for several months. The clueless BC Hydro mangers just kept on approving both timesheets and paying the Accenture invoices. But why should the Hydro managers care? If the project comes in under budget (set excessively high by the outside firm), they get a bonus for a job well done. That's the awe-inspiring BC Hydro talent that needs to be retained with these exhorbitant compensation packages.

Alberta is looking better and better by the day...

Normally I hate adding to the fire, but the fact they outsourced almost all their in house support to Accenture for only a short term drop in expense didn't help much.
