Prostitution is legal in Canada this means absolutely that you can and do pay for sexual services, not simply "time".
This isn't a grey area, or anything that is affected by the added laws meant to control prostitution, and provided it is an outcall, everything including her coming to visit you to exchange sex for money is legal.

I believe the reason any sp can refuse any potential client is related to one of the laws surrounding prostitution, regarding coercian. No one, including the government, can force a sex worker to provide sexual services. Meaning she can indeed pick and choose without any worries about a law suit.
