My first thought:

His behavior (following her around, undetected and continuing advances, although they are completely unreciprocated) is indicative of a stalker.
And a stalker has a sociopath mentality. A sociopath doesn't stop, even when politely or rudely asked to fuck off. They don't feel remorse like most people would.
It isn't her job to diagnose what extent this dude is a sociopath, has a mental illness, or is simply social inept.
Tell her not to ever contact him, and write down every single incident, with the intent to file this with the police to take necessary steps to protect herself from someone that has already crossed the line of her personal safety.
