Late Oct. is quite good.

Remember, "rainy season" often means that there might be quite heavy rain,
but often it's over in an hour or less.

If you can wait til Nov. even better.

Haven't you been planning on going to Thailand since last year or something? Go already and don't worry about it. Even if it's rainy season it's warm rain, it won't kill you...lol.
