How does anybody prove that you purchased sex from another person? I mean, it would take a witness, footage, and evidence of the actual transaction that the money was for sex. Aren't we all innocent until proven guilty? Don't they have to actually prove that we committed a crime and not just suspicion of crime that can put us behind bars for 5 years?
Scenario, I enter SP's apartment, handed her money in an envelope, off to the shower we go and we have sex. The money could have been for anything (debt, gift, chinese new year, etc.).
Another scenario, I enter SP's apartment, we greeted with hugs, kisses, and groping, we have sex. I leave money in envelope on table and leave.
Both of these scenario have no indication that the money was for the sex itself. Even if both your stories don't match, that is just a suspicion of crime and it is up to the police to find evidence that you purchased sex from the SP. They might even pull up the advertisement and match the money with the advertised price, but that still doesn't prove that the money you gave the SP is for sex.
If you can take a girl out on a date, buy her dinner and drinks, then take her home and fuck her, that is exactly the same as going up to a SP's apartment, have her exchange an item for your money, and then have sex. There is so many workarounds, it's almost impossible to get arrested even with this new bill.
Bill C-36 are more specifically for prostitution on the streets and at a business where they strictly prohibit sexual activities, to protect sex trade workers like strippers. The only ways I can think of, of getting busted is when you are unlucky and walk into a sting operation. Or you yell at a prostitute on the street "how much?" and a police officer sees you.

you are absolutely right, there is no way a normal interaction between escort and client will ever lead to successful charges being laid, except in the case where the escort is willingly helping the police to gather evidence before/during the meeting - either a sting or entrapment with audio, email or visual evidence. remember that even the offer is illegal - they don't actually have to fuck
so something as innocuous as agreeing to the price, even continuing with the negotiations after price is mentioned, is illegal if it is for sexual services
