About a week ago.. One of my really good friends called me at 3am..
Some creepy guy on Facebook messaged her 10 year old daughter.. She checks her daughters fb Regularly She got a really bad feeling about this guy..
I got his name.. A quick little Google Search shows he's wanted in Montana.. He's a pedophile.. Charged with assaulting a 6 year old..

Well.. If course she contacted the police here and in Montana.
Somehow he got across the border.. Hmmm..

What's even more FUCKED UP.. Is that the VPD and RCMP know of him.. They aren't willing to do anything so he can go back and face his sentence..

He's facing 100 years in prison.. Because of that they won't extradite him..
So he's here.. Able to message 10 year old girls.. And live his life freely with NO consequences..

How messed up is that!

Clearly laws need to change!
I don't know how Canada can be an asylum!

She has everything.. She has had a detective over to her house.. She showed him everything..
Basically what he said was.. Because he's facing a life sentence.. They will have a hard time returning him to the states.
They told her that he has even called the police on someone! And they couldn't do anything.. It will be a long drawn out process...
Basically... Until he commits a crime here.. They're not going to do anything..
We don't know what to do! He's absolutely contacting under age children. :(

I do not understand it one bit!
Wouldn't contacting a under age child.. Mean something! Especially with his history!

While he was in Canada.. He called the police on someone.. When he did that the police found out who he was..
She has talked to the police and has had detectives to her house.. They won't do anything because he's facing a life sentence.. That's what she got told

I don't understand. I know Canada won't extradite if there's a risk of the death penalty, but that's not the case here. Does Canada have some sort of policy against long sentences too? I can't imagine too many Canadians being opposed to him getting 100 years, and Harper's government isn't known for being compassionate to crime. So what gives?

Is a sting possible to get him charges in Canada too?

If he is wanted on US charges on an existing state wide warrant, and is a US citizen, then if he is here he must have entered the country illegally because otherwise they would have flagged him when he entered the country. All that sort of stuff is on databases available to immigration on both sides of the border. If he is Canadian then extradition would probably be more difficult.

Generally speaking extradition will not be granted if the offence is not a crime in Canada, or if there is reason to believe that the accused will not receive due process or a fair trial. A death penalty will prevent extradition usually, but sentence length is not typically an impediment (although a 100 years would probably be regarded as excessive). In any case, if the US really wanted him back they could agree to limit potential sentencing to Canadian standards.

VPD and the RCMP don't deal with extradition so it would not be their problem. If there was a warrant for his arrest, and the Americans notified Canada, he would be arrested. Extradition itself would fall under the attorney generals office. Before any of that could happen though, Canada would have to be officially notified, otherwise he would not be considered a fugitive here even if he was a fugitive in the US. If you remember that case a few years back, when that reality TV actor beat his girlfriend to death in California and then fled to Canada, once he got here he was not considered a fugitive until Canada received the warrant (by then he had killed himself though). His sister had assisted him to hide here, but nothing happened to her legally since he was not a fugitive here prior to his death.

Beyond that, simply sending someone a facebook message in itself is not grounds for arrest. That is probably what your friend was told. They might know that he is wanted as well, but without a warrant from the US can't do anything.

As Hatrick said your friend should go to the medias. CBC has " Go Public " and if the story gets researched it will be broadcasted across the country in all their stations TV and radio . It should make some agencies and departments move on that file

There is a society called children of the night i believe its called, it is run by a woman named Diane Sowden. They have a tv commercial running now, about kids being lured by predators, through social media. If you google the name the contact info is there. I used her quite a few years ago with an issue with my daughter and found her very helpful. She has all the contacts to get some action.

If this gets media exposure... they will move on it. Trust me.

get it on tv so it outrages everyone and we really need to figure out our rules in this country. if you cant do this that and the other.. why the fuck is this guy free to live here. it would be a huge deal if that was my daughter, i trust and hope the mother does the same. im expecting to see this on cbc soon and that our country doesnt just house this dude.

Here is the latest update.. With a few questions!

The Untied States Marshall Service has located him as living in Canada in 2010. They have an active warrant out for his arrest.. For failing to comply and registrar as a sexual offender. However, as it stands, unless Canada changes it's extradiction laws.. Or he returns to the states. They cannot arrest him.
They cannot give an explination as to how he was able to cross the border.
The agency in Montana have contacted the police here.. We're unsure as to what will happen.
The CBSA knows of him.
We're not sure what's happening between agencies in Montana and the agencies up here.
If there in fact an investigation.. Would my friend get in trouble going to the media?
The officer she talked to down here.. Was a total dick - shocker.
He told her they have to do it their way..
If she obstucts their 'process' she could get charged with tampering??

This is absolutely messed up! We just want to make sure she doesn't get in shit for her actions.. As much as she is determined to get this guy caught!

Should we sit back and wait to see what will or will not happen?

I think she should bring it to the media and let them run with it. This way at least the public will be informed.

Why can't a 10 year old have a Facebook account.. Especially if their parents monitor their activity and messages everyday!
Could you imagine if she didn't monitor her child's facebook.. And this guy was able to lure her?
If their parents monitor it.. I don't see a problem.

I've been of the mind that I probably won't even have cable for my kids. Netflix maybe, but no cable. And with the way social media is now I 100% won't let my kids have a social media acct until they're either mature enough to handle it or an adult, whichever comes first.
However I don't want to have a kid until on done school, so it'll be 4 or more years before I do, and then that kid will have to grow up. God help us all if Facebook hasn't gone the way of the Dino by then!
No fair enough.. Everyone has their own ways of how they want to raise their children..and what or what they don't want to expose them too. If activity is monitored... I personally don't have a issue..
That doesn't change the fact that this sick guy contacted this innocent child.. And they won't do anything about it!! I am just happy she does check her daughters messages.. Her daughter did nothing wrong by having a fb account.. It's that fucking sicko! :(
