Again, read the bill itself. It clearly says "any place". That was specifically included to cover the overseas Web sites.

Canadian law is often written to include crimes committed outside Canada.

The cops are not interested in enforcing this crap if and when it comes to pass.
As for reviews if you are concerned - every review can be prefaced by "met this guy in a bar last night who told me about an SP he saw...."
