As a girl who grew up in the western communities at that time , most of that action was controlled by the bikers around Western Speedway , trophy girls a plenty & parties hosted by Stew … all who you knew .. won’t be long till an agency tries to surface there but wayyy more red tape to get through then Victoria. Any body can call themselves an agency these days unfortunately.
Probably the same reason they never had a Grey market dispensary out there, more strict bylaws and licensing from the city of langford
