Why do some escort agencies not allow citizens? Tokyo Hentai Club doesn't allow Japanese

I did some digging on agencies in various countries and I stumbled upon Japan's Tokyo Hentai Club which is apparently quite popular for tourists. But on their website they say they explicitly don't allow Japanese citizens as clients, only foreigners can patronize them.

Any idea why?

That's how they make sure they can upcharge for their service and avoid servicing possible friends and family members. THC in Osaka was sad. Photos aren't even close. Don Juan in kabukicho had amazing service, Chinatsu was fire. But the shop is ultra expensive. Returned next day and was so busy. Couldn't get any openings.

Maybe the ladies might a fear of being recognized but with the population of Tokyo or Japan as a whole it would be quite the coincidence. Or maybe it is a question of tipping culture ...

Probably something to the effect that local girls will never run into family or friends, while getting paid more for foreign men. Also hate to say but Japan is a very closed society (lets not say racist), but local men would not like their women fucking foreigners.
