where do I go to manipulate a JPG pic?

Have you tried Photoshop Album?
When you download Acrobat Reader 7, you also obtain Photoshop Album Starter in the file that gets downloaded. Maybe it will let you manipulate jpg's the way you want. I have installed it on some computers but have not really used it -- I have bought programs that do what I want to do.

Maybe there are some other shareware programs out there.

Google has an free online graphics program that enables you to manipulate pics (jpegs), and other formats... It's called Picasa, and used to be a standalone application until Google bought it, and made it available for free. It is quite powerful, and will usually meet most non-professional users' requirements.

If you don't know how to hit the P2P sites and bag photoshop, or don't have time to "F" around trying then maybe the GIMP is what you need. It's free, or try what the others suggested.

Graphics applications of any kind are complex programs, and need to reside on your system (i.e. the system you are operating) as opposed to running them off remote servers or networks. Running programs on a host's server requires large amounts of memory and computing clout. And that's assuming you were the only guest accessing it. Your best bet is to go to an Internet Cafe that has the program you wish to run installed on their PC.
