What's up with all these No Cover Adds

What's up with all these No Cover Adds?
They first started on CL then found their way into LL especially on Tricity adds and now they are spreading all over the place; I've seen adds from Richmond, Langley and Vancouver. Aren't they worried that they can get infected? Are they already HIV positive? Do they have an magical way to stay clean?
Is anyone on this forum even interested meeting a SP that provides No Cover services.
After alarming HIV infection rates in Saskatchewan, I believe BC will soon catch up with all of this NC providers.
Any thoughts/comments?

Pretty sad that they have to put the rest of the population at risk.
