Anyone know what season or episode the clip is from or what that is in the background?

It looks like it's from a video game, like Legend of Zelda or something similar.

That would be a clip from the newest episode of South Park that just aired for the first time yesterday (Wednesday) on Comedy Central the U.S. comedy channel. It's Season 10 Ep.8 for the record.

Anyways in it the boys become addicted to Warcraft an online computer game. That is what is playing on the monitor behind Cartman and his mom...

ROFL. The pic is all that much funnier when ya know what's going on in it. I'm sure we can all relate to being all wrapped up in a video game to the point where we shat our pants. Lucky for Cartman he had his mom nearby to lend a hand!
