seriously though, the idea was good but obviously some regulatory agency in germany has fallen down on the job. with cooperation between the courts and the regulators, there is no reason why the brothel owners couldn't be the 'employers' of the prostitutes, with the prostitutes obtaining wages, performance bonuses, employment benefits and even pensions

but it seems clear to me that some serious pressure has been brought to bear on whoever allows the present conditions to exist, hence the current state of the industry

i guess the biggest problem with legalization is government micro-management. it's kinda like a camel is a horse designed by a committee! :D

plus i think the current owners of the industry, whoever they may be, really don't want anything to be legalized OR illegalized. i think they're perfectly happy with anything as long as it isn't enforced, and they can run their business 'in the shadows' so to speak

then along comes bedford at al and upsets the apple cart big time!

From what I have seen of the Fkk clubs, the owners do not want to employ the Sps.
Owners make plenty of money running the places basically as a bar with rooms for rent.
Renting the rooms to the ladies instead of employing them is much much less work. There would also be liability issues for a club if anyone got an STI from an employee who was working with the club's approval/endorsement.

And God knows how much paperwork there would be for a constant stream of employees staying for a few weeks and then quitting, then coming back a few months later.
