The balancing act of energy royalties is quite the skill. To keep everything into consideration including, cost of production, availability of labour, access to markets for end products, reclamation costs, long term sustainability, contribution to provincial revenue all while being cognisant of the royalty policies of other energy rich areas is difficult. I'm not making excuses for Alberta Energy or the EUB but its not as simple as saying, "oil prices have gone up so lets charge greater royalties".

The Alberta Heritage Savings Trust Fund is just one of a number of trusts administered by Alberta Finance. Just like the AHSTF the others with focus on the likes of Health Research, Education are literally funded to their maximum allowable amounts. Each of the funds were set up as an act through the Alberta Legislature and there are specifics on how they can invest as well as the maximum annual contributions they're allowed to receive from Alberta's general revenue. Alberta Finance is chronically looking for other vehicles (i.e. t-bills and other similar short term bonds) to park the absolutely insane amount of money coming in.
Its not the issue that there isn't enough money from interest to properly fund health, education, infrastructure, etc. its that the government has been so focused on eliminating the debt for the past 10 years that they've lost sight on the fact that to run a province you need to spend money.

I completely agree that we have some serious infrastructure problems in the province. Fort Mac is actually a disgrace when it comes the the lack of housing and associated municipal services and highway 2/63 are fucking brutal. While I'm bitching about highways the lack of development of a third lane on Hwy 2 between Calgary and Edmonton.....for christ sake, that stretch of road is ALWAYS busy, do something already.
Its only slight consolation that we're currently sitting on more money then god so provided our new Premier isn't so fucking myopic I'm hoping these issues will be addressed.
