"Commodifications of Sexual Activity" is now a violent crime according to Statistics Canada and the police.

Reference: Winnipeg Police Service Annual Report 2015 page 6.

http://www.winnipeg.ca/police/AnnualReports/2015/2015_wps_annual_report_english.pdf

If you offer money or any other consideration for any kind of sexual favour you are deemed a violent criminal.
This comes on the heels of police requesting pictures of the inside of every hotel room in Canada for their anti trafficking database.

Love this... Thanks for sharing.

My favorite is page 26 "police initiated events" conveniently placed at the end of the document which shows the drastic increase in police initiated criminalization of society over the last 4 years in Winnipeg. Lots of additional questions around weighting of events.

We should remind ourselves that criminals are not the only ones who profit from crime, the police profit as well. And its a tough sell sometimes when overall crime rates are down 30% in the last decade but policing costs are at all time highs.

Winnipeg's police are fighting for more money.
The city is hemorrhaging money and the police are frantically campaigning for more.
Police headquarters was supposed to cost $100 million, is more than $100 million over budget so far.
Police district stations that were perfectly functional have been torn down and replaced with massive multi million dollar bunkers.
Millions of dollars are spent on a helicopter and specialised crew, of arguable benefit.
Union members received back to back four percent raises.

Union president was on CBC ranting about anyone criticising their budget. Everyone needs to budget, but police get a blank cheque.

Many suspect the police were bought off by a previous administration. A lot of money went into people's pockets and nothing has been done.

There is no room for opinions. Please do not confuse the issue.
Bill C36 is very clear and precise in the definition, read the relevant section on the justice dot ca site.

Anyone offering money, anything of value, or any service, in order to obtain sexual services, is now deemed a violent criminal.
I could tolerate calling them criminal. But it is not a violent crime.

Don't sweat it, mate. It's not like the Winnipeg PD speaks for the world, or even Western Canada. I'm pretty sure that they are the only ones calling it a violent crime, and they're only doing it to get better numbers for budget lobbying.

At the bottom - footnotes - this is what 22 means:

22 A number of Prostitution categories were
reclassified as Violent Crimes in 2015.

Winnipeg police are obviously doing a shit job if they only had 1 arrest.

Why even post that "crime" if they had one case??

Guess that sort of prooves our view on C36

It is just a category. The offences were put there because it is involves a second person and it is now potentially an indictable offence (whereas before it was not).

The people in the new category are probably the same ones that were previously in the previous "prostitution" category, in other words likely streetwalkers and their clients. I doubt that anyone will be going to jail over it.

So if it is reclassified as a "violent offence", then will you be registered as a sex offender and put in the sex registry database?

Wondering the same thing. Harper would have made you register, not sure under the new regime.

They had more than one arrest. People were being arrested as the same rate as previous years, only the category the offence was put under was changed.

No.

First, it's not one of the designated offences under the law that created the database.

Second, it is only the Winnipeg Police Department that classifies it as a violent offence. That designation means squat outside of WInnipeg.
