Go to places which have the type of women you like:
If you like White European Women, goto Spain, Greece, or Germany. Germany in particular has many FKK clubs, where you pay a modest entry fee to use nice Facilites which have drinks and food, and every woman inside is a freelancer usually 50 Euro per pop. Very safe and convenient setup, where you see the goods in person.
If you like Latin Flavors, Dominican Republic, Costa Rica, or more adventurous Brasil or Columbia. There are many safe and dangerous places in these countries, and i don't feel particularly safe here although you may differ in opinion.

Not sure if you tried in SG, or where you found your rates, but is is definitely same or much less than Canada. SG dollar is very close the CDN dollar now.

However, Singapore is just a 2-4 day city, and you may get bored if you stay longer than that, unlike Thailland where people can live for months and not run out of things to do.
