I hope this puts to rest any ideas that escorts can legally work without a license or that an Agency can afford to have unlicensed escorts.

This year is was 1852.00 - Kat, (retired) fought the city years ago to let independents get licenced. How it works: We are our own agency, we can NOT have anyone working for us, and we are still bound to the city rules that the agencies are (paperwork) We are still required to get an escort licence on top of the independent agency fee.

Escort agency fee is $4,539 per year.
Independent escort agency fee is $1,702 per year.
Escort Licence fee is $113 per year.
An administration fee of $33 is charged per occurrence for any changes that are made to the licence issued or to the information on file.

Licences issued pursuant to Bylaw 12452, expire 1 year from the date of issuance unless earlier revoked or suspended by the licence inspector.

Each year when renewing the agency licence, the licensee must provide a new Edmonton Police Service security clearance for everyone listed within the renewal application

As I understand it, the original bylaw had two classes of license. Agency and escort, with the later having to work through an agency. There was an amendment to allow escorts to simply register as their own agency.

It says Independent Escort Agency fee.

That's the new category that was added in. The reason the language was phrased the way it is was because it was tailored to suit the original bylaw.

The types of licenses are spelled out very clearly and make sense if you think about it

BTW, the police do not enforce these things. We have something called a bylaw enforcement officer
