Do US Cops Know Right From Wrong?

The cops will say you can get your money back if you go to court.
Sure, hire a lawyer for $10k to start!
There was a show on A+E about this ten or fifteen years ago. It's been going on for decades.
There's a Washington Post article on this recently. Apparently many departments now depend on seizures for up to 20% of their budgets. So there's a high motivation to steal/seize anything they can.

Why don't more people open up about this? If I have to carry large amounts I use travellers cheques, do not know if that would be a good thing or a bad thing. I hope good.
I never carry large amounts of cash, maybe $100 max. Never use traveller's cheques, not worth the bother.

I use ATMs and get US currency when needed. Anything I want to buy I either use debit or credit card.
