I'm concerned by this comment:

"According to the Quebec City newspaper Le Soleil, Levesque had been working out of an erotic massage parlour. But Gallese had reportedly been banned from the building because he had been violent with other women, so the two met at a hotel in the city’s Ste-Foy district.".

They make it sound like she knew he was violent.

I’m curious about the details as to why he was downgraded from high risk to medium risk. Especially considering it seems he may have somehow convinced the SP he murdered to meet him for an outcall after he was banned from the agency because he was violent towards their ladies.

Some of the most dangerous offenders are cunning enough to play the system. They’re expert manipulators. For example...Ed Kemper was given early parole. Then went on a killing spree afterwards. In one of the murders he had driven a young lady out to an isolated area. In the midst of the chaos he got locked out of the vehicle, his gun was inside the car with her. But he somehow managed to convince her to open the door. Then he finished off what he had begun. He’s been in prison for a long time now but even to this day he’s regarded as a model prisoner.

In 2006, Gallese was sentenced to life in prison without the possibility of parole for 15 years...
How is this possible? 2006 + 15 = 2021. How was he even considered for parole, since original sentence says "No parole for 15 years". High, medium, low risk, should not matter.

The system is clearly broken.

Probably somewhere In there is double time credit for time served before sentencing. The system was broken long ago by Pierre Trudeau When he began to implement his “just society” starting with the Bail Reform ACT about 1969/70

The consensus seems to be that the parole board deliberately chose to put sex workers at risk to reduce the risk to non-SWs.

They need to defend their decision publicly, maybe before a public inquest.

Not only that, but that bureaucrats who fuck up, are protected, and seemingly immune to sanctions, including criminal prosecution when their decisions directly lead to injury or death of someone.

Then there was the initial sentence, that was inadequate for the crime...

Looking into his background, I suspect that he is a holier-than-thou bible-thumper that thinks all sex work is forced human trafficking. We need to keep an eye on this guy.

It's strange for sure, but so many possibilities on how she ended up doing an outcall with him. It could be that she didn't have a good working relationship with the other girl(s) that there were incident(s) with, and maybe didn't believe them. Maybe she was doing an independent side gig offering outcalls, and was unaware of his history at her place of her work. Maybe he enticed her with a generous amount, and she was willing to overlook everything. Who knows, but whatever the case, it's tragic and while I find some forms of screening overly invasive I can't blame the ladies who have this requirement.

Unbelievable. They need to be held accountable for this. This is negligence on their part.
