Toronto man accused of promoting prostitution will only face local charges

BUFFALO — A Toronto man has been released from federal custody and will not be the target of a human trafficking investigation.

However, federal law enforcement sources say the "activities" of Everest Zhuka are being investigated by Canadian law enforcement agencies. Representatives of the Toronto Metropolitan Police, the Ontario Provincial Police and the Royal Canadian Mounted Police were not immediately available to comment on the case.

Zhuka was arrested by Lewiston police on Friday night, after he was stopped from entering Canada with a 21-year-old woman. Canadian authorities reportedly believed that Zhuka was taking the woman, a Lewiston resident, back to Toronto to engage in prostitution.

After being sent back over the Lewiston-Queenston Bridge to the American border, U.S. Customs and Border Protection agents questioned Zhuka and the woman. The investigation revealed that the woman had voluntarily agreed to go with Zhika to Toronto to work as a prostitute.

Zhuka was charged by Lewiston police with fourth-degree promoting prostitution. He pleaded not guilty to the charge in Lewiston Town Court and was briefly jailed before posting $1,000 bail.

After being released from the Niagara County Jail, agents from the U.S. Department of Homeland Security Western New York Human Trafficking Task Force took Zhuka into custody. However, a law enforcement source said the task force agents determined there was not enough evidence to charge the Ontario resident under federal law.

Zhuka was then released from custody. It's not known if he has returned to Canada.
