I am not sure I would say she has a mental illness, but perhaps on some sort of drugs. As I don't see walking in circles holding the rail on a sky train "Normal" behavoir. When people do get on and off and frequent stops (I have never been on the sky train myself). She did try to pull her skirt down some, also had no regard for children on sky train or lost in her music and own world did not even notice others were on the train. Does that make sense.

I am not surprised it took a few minutes for someone to say something or even step up and confront her. As alot of people see these things and are afraid to confront people or say something though I am sure the girl was harmless. But people just don't wish to get involved period. Before I had my car and I used the bus a few days a week, kids on there with foul language and loud I always told them to tone it down there are children on the bus. I would of approached this girl right away as well.
