The mystery of Cuban sonic weapons on US and Canada

I love the intrigue of a good spy story. I've been reading Clancey, Ludlum and Le Carre novels for a long time.

This story has all the makings of a novel but it turns out to be true. Everyone is baffled by the source of the sonic weapon used in Havana. Even Raul Castro went to the US Ambassador in Havana to request FBI to look into it.

So far 21 US diplomats and interestingly enough, a few Canadians were effected by the sonic 'attack'.

They don't know if the Cubans are doing it; it does not really make sense to do so, since they have good relations with Canada and are trying to have better relations with the US (or were, before Trump).
However, it should be noted that other countries have embassies in Cuba that would definitely be able to spy upon the targets, and have less reason to be careful about doing harm: Russia, North Korea, Iran, China, etc.
