Telephone Scam - Do Not Say "Yes".

I heard about this scam recently where you get a phone call and usually it starts with a question to which a human would instinctively say "Yes"?

Apparently, some companies record your "Yes" and use it as your assent/agreement to a contract that you have never even heard of.

I got a similar call last week. The lady speaking with a foreign accent said, "Hello, this is xyz calling from xyz. Can you hear me clearly?"

I hung up.

Someone else told me the same thing. They got a call and the question was, "Are you at a safe spot to answer some questions?"

Yes interesting read , my simple solution as I apply it.. never ever answer calls from numbers that I do not recognize period yes there is all kinds of bs out there!
Some times they leave msg on voice mail, as for instance this is officer Smith...bla bla bla from Canada revenue agency.. you suppose to call them back and they want your money, interesting they using looks like Ottawa calling area number but they calling actually from outside Canada most likely asia .

I keep getting them and the number is a USA number....I told the person that I would not give them my information over the phone and hung up.....then I got a couple of robot call..

According to Snopes, it's an unproven scam, with no victims ever found. They also point out some salient facts:

At first glance, the warning sounded reasonably valid: major news outlets covered it, and a Better Business Bureau satellite office reported the scam as well. But a closer examination revealed some questionable elements.

Primarily, we haven’t yet been able to identify any scenario under which a scammer could authorize charges in another person’s name simply by possessing a voice recording of that person saying “yes,” without also already possessing a good deal of personal and account information for that person, and without being able to reproduce any other form of verbal response from that person.

Moreover, even if such a scenario existed, it’s hard to imagine why scammers would need to utilize an actual audio recording of the victim’s repeating the word “yes” rather than simply providing that response themselves. As far as we know, phone companies, utilities, and credit card issuers don’t maintain databases of voice recordings of their customers and use them to perform real-time audio matching to verify identities during customer service calls.

In the last few days I have received 3 to 5 calls where my cell rings for only about 1 or 2 seconds and then the call ends. In each case it happened so fast I never even had a chance to pick up. Each time the call is from country code 224, and the number is very similar to other numbers but not exactly same. For example, the last 3 calls were +22466700423 , +22466700402 and +22466700400 .

Any idea what is going on here?

I have had the same thing happening to me. The numbers are the same as the ones you have listed. It shows up as coming from Guinea.
