So...why 19+?

:confused: Why does it happen to be that most agencies want 19+, when the legal age to work in this industry is 18? This originally made it extremely difficult for me to find an agency when I was first starting out, as I was immediately turned down. :(

It's a Vancouver bylaw...

The City of Vancouver license bylaw for social escort services requires that an escort should be not less than 19 yo.

Art 25.3 (3) - No person carrying on the business of a Social Escort Service shall offer the services or name of any Social Escort, or introduce customers or potential customers to any Social Escort, unless that escort is at least 19 years old.

It is not illegal to sell sex at 18 (provided the worker is not violating solicitation laws, etc), or to buy sex from an 18 year old (provided that everyone involved is doing everything legally), but a sex-seller has to be 19 to hold an escort license. So essentially this is a by-law issue.

I think it's because the age of majority in BC is 19 - You can't get a credit card, buy cigarettes or buy alcohol until you are 19.

The age of majority in BC is 19 for civil law.

So, if an agency hired an 18 year old, or if someone paid an 18 year old for sex, in theory the parents of that person would have a legal right to sue the agency or the SP's customers.

Knowing the BC court system, some large amount of money would be awarded.

Why would an agency take the risk?

Also, while I haven't read the latest version of the age of consent legislation (when they recently raised it back up from 15 to 16) I do know that in the previous version, sex for hire and sodomy had an age of consent of 21. Not sure if those provisions are still in there or not, they may have been taken out since I last read the legislation which was over 10 years ago. There was also a provision for sex where one person clearly was in a position of power over the other, having an age of consent of 21 as well (for example, a 20 year old university student having sex with her prof was illegal previously).

They raised it from 14 to 16, not 15 to 16. Also, I'm not sure what you mean when you say that they "raised it back up." The age of consent was 12 until 1890 when it was raised to 14. Then in 2008, it was raised to 16. It has not been going up and down, which is what "raised back up" seems to imply. I just wanted to clarify the history here.
There was a change in 1982, I'll see if I can dig it up.

Ok, I found what I was looking for, there was an attempt to change it in 1982 then it was changed in 1988 in bill c-15. There was a provision in there that applied to girls between 18 and 21 that had to do with people in a position of power, it was removed in c-15
