Then this has nothing to do with BC's plan to re-open. They can operate however they want in that case.

It all depends on what these massage joints figure they can do. Phase 2 says physiotherapy and phase 3 says non-medical massage.

I imagine some places would try to fall under phase 2 where others will wait till phase 3.

And I’m sure many places looking to make money are already operating under the radar.

I called a couple places a few days ago and a couple had people answering the phones. Most said they didn’t know when they’d open, 1 place said “next Thursday”, not sure if they meant this week or next week?

Now I ask perhaps why are there people in the shop answering the phones? Hmm...

Any form of medical massage or related service is very clear-cut from non-medical massage. There's no "blurring the lines" for these non-medical massage places as they typically require various forms of licensing and registration.

ie. if Tiger were to open during phase 2, then obviously they are doing it at their own peril, and possibly at the risk of being fined (albeit I personally don't think there will be heavy enforcement, if any at all).

Honestly, if you want to get your dick wet, there are plenty of avenues. There's no conspiracy.

Sounds like Tiger is opening with plans in place such as wearing masks and extra cleaning.
