After seeing so many asshats not wash their hands after using public tiolets I now have a hugh fear of shaking hands. I hate it but still you gotta do it sometimes with work and certain social situations. How do I tiptoe across this unclean social norm without making the other person feel dissed? I like the old style Japanese of bowing much better, hell a millions times better.

If you say "I am sorry I would shake your had but I have a bit of a cold right now and I don't want you to catch it" they will not be offended and they won't shake your hand.
You could also go with "I never wash my hands after I wipe my ass but your choice" although they usually still won't shake your hand it is typically seen as less polite.

I'm not usually confrontational, but if that happened to me I would refuse the food explaining the reason and ask for my second choice off the menu (just to be sure).
wet wipes
There are antibacterial wet wipes that you can get that are in small "pouches" like condom size, usually I see them at a Pharmasave. They aren't Wet Ones brand, tho. pk of 15 for $2, I think. Tuck a few in your pocket, they are small enough to use discreetly and toss away.
Hand sanitizer
I'm not a germ freak, but I do like to keep clean.
I just carry hand sanitizer with me whereever I go. I have no issues touching somebody's hand, but I'm going to scrub up before I eat, scratch my eyes etc.
Just pack a little bottle of hand sanitizer with you. Squirt on a dab after formalities (preferably without them seeing you do it), and you should be good to go until you can properly wash up.
