I am not asking for a specific location, but is that the basement of a house? Were there people upstairs on the main floor? Did you enter via the house's back (or front) door, and proceed to the basement, or is there a separate entrance to the basement?
Or, did you forget to add the word "suite" to "unfinished basement suite", meaning she is in a basement floor apartment, but it is still being renovated?
