I dropped in once early this year. Can't remember the fee, but I think it was typical for a legit spa, as opposed to an amp.
The attendant was probably in her twenties, and I would guess that she probably was, as she stated, a student. Her english was very limited, but she did try to converse. She was pleasant-looking, not a head-turner. She had no massage skills to speak of, but did some pleasant rubbing. She offered a tug, which I accepted. I pretty much had to show her how to do it though.
She didn't offer full service, and I didn't ask, so I have no idea about that.
The place is quite clean. The room I was in was small and didn't have a shower, but there is a clean shower available down the hall.

It's run by Chinese now. For me, it's a place where I might drop in again to take my chances, if I happen to be in the area and find myself with time to spare.

The girls normally just offer the usual rub and tug, but on occasion the girls will have other options on the menu.
They most I was able to get in extras was a good body slide with a little of a russian and finished with a hj. I think the damage was only $ but its been a while since I have been there so things might have changed since.

I've been to Roxanne Spa many times. As stated above the girls change all the time and some are better than others. I've never been offered more than a HJ. Room is $.65 for the hour and extra is typically .60 - .80. Some girls try to get $, but usually offer topless / nude HJ.

I'm a pretty big lurker but I thought I'd chime in as I've been here a few times. Here's the deal with Roxanne's: it's a straight up R&T, you won't get and shouldn't expect anything else, and pricing is pretty standard for what you get. Pricing actually may be a touch on the high side but I'd still say it's in line with what you'd expect. So why do I go here? Simple, there are occasionally gorgeous, unbelievably hot, chinese girls working there. Seriously, about half the time you'll get the kind of attendant who you'd commonly expect at an asian R&T (ie., a bit older, bit frumpy, etc.,) but the other half it will be some stunningly hot 20 year old university student who will work there for a few weeks then you'll never see her again. So it's always kind of a dice roll, but it's worth taking a chance on sometimes.
I think saneman got it exactly right. Most of the time it's OK, but sometime you'll get someone who is unbelievable. There are a lot of threads discussing the legal issues with the activities of these spas. The owners simply turn a blind eye to the activities going on in the massage rooms. You go in a pay for time spent with the massage girl...nothing illegal about that.
