Room service tipping

Am I the only one who finds room service...sneaky?
Staying at caesars palace tonight, ordered a dinner.
it includes $5 service charge, and 18 percent tip.

then when the give you the bill to sign, always have another blank line for tip, that you have to put a zero in, cause you still have to complete the total line.

I asked the guy "isnt tip included?"
He pretends he doesnt know...

Yeah it's pretty bad. I was staying at a LV hotel and ordered 1 meal as a late night snack to share with my friend. They asked how many people were eating, not really thinking much of it I said "two of us". Ended up charging an extra service charge since it's per person. So basically paid $10 service charge instead of $5 for 1 plate just because I was sharing it.

I love Vegas, but it's not cheap. The new business model seems to suck you in with cheap flights and cheap hotels (what hotel can you stay in Vancouver for $60 a night that is equal to the Mirage?) but ding you on everything else.

I also hate the resort fees, but that's another topic.
